The IT Change Management Specialist (PMP) will lead the planning and implementation of the Governance, Risk and Compliance (GRC) federal contract. This role manages project timelines, plans, and resources to ensure successful delivery and  collaborates with IT teams, federal staff, and external vendors to align cloud-related activities with organizational goals and regulatory requirements. Additionally, the IT Change Management Specialist contributes to process improvement initiatives for enhancing project delivery.  
 
This is a hybrid role that requires working three days per week in the Washington, DC office, with the remaining time spent working remotely. 

How You Contribute to the Team: 

  • Develop and execute comprehensive project plans, including scope, timelines, and resource allocation. 

  • Lead all phases of project management: initiation, planning, execution, monitoring, and closure. 

  • Ensure project deliverables meet quality standards, remain within budget, and adhere to established deadlines.  

  • Balance client expectations with realistic project approaches while fostering collaboration among stakeholders and being mindful of the scope of work.  

  • Develop and implement change management strategies to support the adoption of new systems, tools and processes.  

  • Address conflicting needs of stakeholders, effectively managing complex project and change-related issues and mitigating risks. 

  • Facilitate effective communication among executives, clients, service providers, and contract staff to ensure alignment and smooth transitions. 

  • Provide timely and transparent updates on project status, change impacts, readiness assessments, and adoption metrics. 

  • Develop and implement risk management strategies to anticipate and address potential project and change-related risks.  

  • Ensure compliance with industry standards (including FISMA) and regulatory requirements in coordination with the GRC team.  

  • Plan, design, implement, and evaluate the effectiveness of projects based on stakeholder feedback and business needs. Maintain compliance with Section 508 accessibility standards for all IT systems, communications and training materials. 

  • Implement strategies to ensure successful adoption of applications, security patches, and system changes. 

  • Maintain comprehensive documentation for project management plans business cases, configuration management, change management, and other project activities. 

  • Research and recommend best practices, new technologies and improvements to the IT environment. 

  • Implement and maintain the virtual environment and backup/recovery systems. 

  • Develop and maintain comprehensive network infrastructure design, including virtual LANs, network maintenance, server upgrades, optimization, and backup of server/user files. 
     
  • Support applications and solutions in the active development portfolio, including .NET framework, ASP.net, SharePoint, React, SQL Server, and Team Foundation Services.

What You Bring to the Table: 

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration or a related field. 

  • Minimum of 8 years of project management experience; cloud infrastructure project experience strongly desired. 

  • Prior experience managing enterprise IT projects within government or highly regulated industries. 

  • PMP or similar project management certification required. 

  • Certifications in cloud technologies (e.g., Microsoft Certified: Azure Administrator Associate) highly desirable. 

  • Certifications in change management methodologies (e.g., Prosci, CCMP) highly desirable. 

  • Strong technical knowledge of cloud services,  

  • Excellent verbal and written communication skills, with the ability to convey complex project and change initiatives to diverse stakeholders. 

  • Strong leadership and team management capabilities, with experience guiding teams through IT project transitions and change initiatives.  

  • Advanced problem-solving skills, and the ability to manage multiple projects simultaneously. 

  • Proficiency in utilizing Microsoft 365 Copilot to enhance productivity in day-to-day project management tasks, such as drafting project plans, generating reports, summarizing meeting notes, and preparing presentations. 

  • Ability to guide team members in leveraging Microsoft 365 Copilot tools for improved collaboration and workflow efficiency. 

  • General understanding of Generative AI applications and their practical applications with a focus on driving adoption and maximizing impact.  

  • A proactive approach to staying updated with emerging AI technologies and identifying opportunities to integrate them into everyday practices. 

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. 

BCT offers a competitive total compensation package that, for this position, the salary range is $115,000 to 125,000 along with a generous benefits package. Salary offers will be based on qualifications.  BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a plentiful paid time off policy.
