About the Role
The Monitoring Content Developer, Analyst and Head Start Subject Matter Expert (SME) plays a critical role in supporting the Office of Head Start (OHS) by designing, developing, and refining monitoring protocols, data collection instruments, and reporting templates. This position ensures that federal oversight of Head Start and Early Head Start grantees is grounded in clear, actionable, and policy-aligned content. The role also provides subject matter expertise in the analysis and development of monitoring reports, supports data-driven decision-making, and contributes to the continuous improvement of the OHS Monitoring System (OHSMS). The ideal candidate will possess exceptional writing and analytical skills, deep knowledge of Head Start Program Performance Standards (HSPPS), and experience in federal program oversight and compliance.
How You Contribute to the Team
Design, draft, and refine high-quality monitoring protocols, data collection tools, and reporting templates.
Translate complex federal performance standards into clear, actionable content for use by monitoring reviewers, grantees, and OHS staff.
Conduct research and support the development or revision of monitoring tools, including integration with state licensing and QRIS systems.
Design, develop, and execute technical projects in coordination with Project Leads or Senior Project Managers.
Apply advanced technical and management systems analysis to solve complex challenges in monitoring, training, and compliance.
Assist in the analysis and review of monitoring reports to ensure accuracy, professionalism, and alignment with OHS standards.
Support the development of aggregate reports and the OHS Annual Monitoring Report to Congress.
Provide expertise on HSPPS and the federal monitoring review process to enhance data collection, reporting, and analysis systems.
Collaborate with IT and analytics teams to improve data protocols and management solutions.
Engage with OHS staff and partners to understand evolving needs and relay insights to technical teams.
Participate in work groups, meetings, and trainings as required by OHS and the organization.

Education & Experience Requirements
A master’s degree from an accredited college or university plus a minimum of 10 years of professional experience, or a bachelor’s degree from an accredited college or university with 12 to 15 years of professional experience.
Relevant degrees or certifications in Early Childhood Education, Data Management, and/or Project Management as well as direct experience with Head Start/Early Head Start programs is preferred, though not required.
At least 5 years of experience in comprehensive report development, including high-profile reports.
At least 3 years providing subject matter expertise or consultation services.
At least 2 years as a Head Start monitoring reviewer or team leader in one or more federal review areas.
Experience with data management systems is highly desirable.
Skills and Expertise
Deep knowledge of the Head Start Program Performance Standards (HSPPS).
Familiarity with OHS federal monitoring protocols (FA1, FA2, RAN, CLASS).
Understanding of the structure and quality standards of OHS monitoring reports.
Ability to interpret and validate data from multiple sources (e.g., HSES, CLASS, PIR, IT-AMS).
Strong collaboration skills and experience coordinating with diverse teams.
Communication Skills
Excellent verbal and written communication skills tailored to diverse audiences.
Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
Experience with video conferencing platforms (e.g., Zoom, MS Teams, Adobe).
Preferred AI and Data Qualifications
Ability to quickly learn and adapt to new applications and technologies.
Experience with AI-assisted content development tools (e.g., ChatGPT, Jasper).
Familiarity with NLP tools for analyzing qualitative data.
Proficiency in data visualization platforms (e.g., Power BI, Tableau).
Understanding of machine learning applications in risk assessment and trend analysis.
Experience with AI-powered project management and data quality tools.
Knowledge of ethical AI use and data privacy standards in federal programs.
There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $125,000 and $135,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is a remote position located in any of the fifty United States or Washington, DC. Though we do have staff in all four time zones, BCT Partners works primarily on Eastern Time.
